In this paper, we study the mapping properties of the classical Riesz potentials acting on $L^p$-spaces. In the supercritical exponent, we obtain new “almost” Lipschitz continuity estimates for these and related potentials (including, for instance, the logarithmic potential). Applications of these continuity estimates include the deduction of new regularity estimates for distributional solutions to Poisson’s equation, as well as a proof of the supercritical Sobolev embedding theorem first shown by Brezis and Wainger in 1980.

Abstract The bipolar Navier-Stokes-Poisson system (BNSP) has been used to simulate the transport of charged particles (ions and electrons for instance) under the influence of electrostatic force governed by the self-consistent Poisson equation. The optimal L 2 time convergence rate for the global classical solution is obtained for a small initial perturbation of the constant equilibrium state. It is shown that due to the electric field, the difference of the charge densities tend to the equilibrium states at the optimal rate (1+ t)-3 4 in L 2-norm, while the individual momentum of the charged particles converges at the optimal rate (1+ t)-1 4 which is slower than the rate (1+ t)-3 4 for the compressible Navier-Stokes equations (NS). We establish the solvability of second order divergence-type parabolic systems in Sobolev spaces. The leading coefficients are assumed to be merely measurable in one spatial direction on each small parabolic cylinder with the spatial direction allowed to depend on the cylinder. In the other orthogonal directions and the time variable, the coefficients have locally small mean oscillations. We also obtain the corresponding $W^1_p$-solvability of second order elliptic systems in divergence form. This type of system arises from the problems of linearly elastic laminates and composite materials. Our results are new even for scalar equations, and the proofs differ from and simplify the methods used previously in [H. Dong and D. Kim, <i>Arch. Ration. Mech. Anal.</i>, 196 (2010), pp. 2570].
