Although the decay in time estimates of the semi-group generated by the linearized Boltzmann operator without forcing have been well established, there is no corresponding result for the case with general external force. This paper is mainly concerned with the optimal decay estimates on the solution operator in some weighted Sobolev spaces for the linearized Boltzmann equation with a time dependent external force. No time decay assumption is made on the force. The proof is based on both the energy method through the macro-micro decomposition and the L p-L q estimates from the spectral analysis. The decay estimates thus obtained are applied to the study on the global existence of the Cauchy problem to the nonlinear Boltzmann equation with time dependent external force and source. This work is devoted to study the global behavior of viscous flows contained in a symmetric domain with complete slip boundary. In such scenario the boundary no longer provides friction and therefore the perturbation of angular velocity lacks decaying structure. In fact, we show the existence of uniformly rotating solutions as steady states for the compressible Navier-Stokes equations. By manipulating the conservation law of angular momentum, we establish a suitable Korn's type inequality to control the perturbation and show the asymptotic stability of the uniformly rotating solutions with small angular velocity. In particular, the initial perturbation which preserves the angular momentum would decay exponentially in time and the solution to the Navier-Stokes equations converges to the steady state as time grows up.

This is a continuation of our series of works for the inhomogeneous Boltzmann equation. We study qualitative properties of classical solutions; the full regularization in all variables, uniqueness, non-negativity and convergence rate to the equilibrium, to be precise. Together with the results of Parts I and II about the well-posedness of the Cauchy problem around the Maxwellian, we conclude this series with a satisfactory mathematical theory for the Boltzmann equation without angular cutoff.

G-equations are well-known front propagation models in turbulent combustion which describe the front motion law in the form of local normal velocity equal to a constant (laminar speed) plus the normal projection of fluid velocity. In level set formulation, G-equations are HamiltonJacobi equations with convex (<i>L</i> ¹ type) but non-coercive Hamiltonians. Viscous G-equations arise from either numerical approximations or regularizations by small diffusion. We construct bounded classical solutions of the Boltzmann equation in the whole space without specifying any limit behaviors at the spatial infinity and without assuming the smallness condition on initial data. More precisely, we show that if the initial data is non-negative and belongs to a uniformly local Sobolev space in the space variable with Maxwellian type decay property in the velocity variable, then the Cauchy problem of the Boltzmann equation possesses a unique non-negative local solution in the same function space, both for the cutoff and non-cutoff collision cross section with mild singularity. The known solutions such as solutions on the torus (space periodic solutions) and in the vacuum (solutions vanishing at the spatial infinity), and solutions in the whole space having a limit equilibrium state at the spatial infinity are included in our category.
