In this paper, we establish the existence theory for general system of hyperbolic conservation laws and obtain the uniform <i>L</i> _<i>1</i> boundness for the solutions. The existence theory generalizes the classical Glimm theory for systems, for which each characteristic field is either genuinely nonlinear or linearly degenerate in the sense of Lax. We construct the solutions by the Glimm scheme through the wave tracing method. One of the key elements is a new way of measuring the potential interaction of the waves of the same characteristic family involving the angle between waves. A new analysis is introduced to verify the consistency of the wave tracing procedure. The entropy functional is used to study the <i>L</i> _<i>1</i> boundedness.

Given a strictly hyperbolic, genuinely nonlinear system of conservation laws, we prove the a priori bound u (t,) u (t,)= O (1)(1+ t) | ln | on the distance between an exact BV solution u and a viscous approximation u, letting the viscosity coefficient 0. In the proof, starting from u we construct an approximation of the viscous solution u by taking a mollification u* and inserting viscous shock profiles at the locations of finitely many large shocks for each fixed . As a continuation of our series works on the Boltzmann equation without angular cutoff assumption, in this part, the global existence of solution to the Cauchy problem in the whole space is proved in some suitable weighted Sobolev spaces for hard potential when the solution is a small perturbation of a global equilibrium.

For the Boltzmann equation with an external potential force depending only on the space variables, there is a family of stationary solutions, which are local Maxwellians with space dependent density, zero velocity and constant temperature. In this paper, we will study the nonlinear stability of these stationary solutions by using the energy method. The analysis combines the analytic techniques used for the conservation laws using the fluid-type system derived from the Boltzmann equation (cf. [14]) and the dissipative effects on the fluid and non-fluid components of the Boltzmann equation through the celebrated H-theorem. To our knowledge, this is the first result on the global classical solutions to the Boltzmann equation with external force and non-trivial large time behavior in the whole space.
